If you are lvl 115 or higher I suggest using your LOWEST level DS and letting it hit you until it is sub 20% health. My lowest still gives me 500DS, but that is just enough to get it down in a timely and safe manner.
I'm in the area, -156 +75, and I haven't seen the twitching seahorse yet. Loads of times, I've witnessed a Coldspine Seahorse spawn nearby. Is that the Twitching Swordfish's placeholder? Also, I used to be in the wrong area, having one of the numbers reversed from + to - or vice versa. Anyway, I removed all of my damage buffs, but I still found myself landing 800+ HP kicks on the swordfish even though I only had the auto-attack on. I tried the next day again and removed my boots. That got my ranger to stop kicking automatically.
Bandolier set up (one for combat, one for butterfly net, and one set for lasso), not sure if the net was the *first* thing to hit twitchy, but dropped it to about 8% so I had it mezzed and blurred. Twitchy resets and is at full health. Ranger drops all buffs, only equips butterfly net, loses the merc, ungroups. Each time he attacks it drops from 26 to 22 percent, skipping 25. Grr. Okay, drop it to below 20 percent and stop attacking and face a wall. wait a few minutes until it's at 25-30. Nothing. Zone out, zone back, make sure the net is the only weapon, try again. And again.

Once you get it below 20% once, you don't have to keep it there, as long as you don't go out of combat. I usually let them get to 50-80% then hit them again, then turn, or use a low damage spell, if the lasso or net are doing too much damage. Have to watch out for Finishing Blow if you have enough ranks to kill the mob below 20%. Took my wife 3 or more tries on the Kyv event due to it, and it's a raid mob. If you have Finishing Blow, don't even use the weapons to get it below 20%, stop attacking and turn at 30%+, and use a small nuke to get it below 20%. You may not even need to get it that low, but I've always done it that way. You can capture it without ever using the net or lasso tho also, it's just a timer thing. Gottem them many times while they were regening without nuking with my back to them.
It took 10-15 minutes one time for me, so it may just be bad luck with the random number generator. It appeared to me to just be a random time, but since I always took them below 20% some how, I wasn't ever sure if it would trigger without getting them that low. Like the I mentioned, I had let them regen some and hit them again, and once while one was above 20% I had nuked it and got a sample (after getting it below 20% once).
The first time through it, I had an awful time with the mosquito, before I knew you could just stand there with your back to it. I must have killed it 3 or 4 times and had to come back for the respawn. I thought the zone might have been bugged too, 'cause Octavia fell off the platform into the water and took 30K+ falling damage for a 2' or less fall. Don't remember if I waited for a patch day or not for the zone to reset. But it worked fine the last try. I also had known about all the stuff not to do, like wearing a damage shield.
It's been a few years since I done it the last time, so things may have been altered, but I doubt it.
I beat it down to 14% but you could probably stop around 20%
I then turned away so i would not melee it and nuked the adds while doing this. While doing no damage to the mob after about a minute it suddenly became captured and appeared on my cursor
So what I am thinking is you can beat any of these Ranger epic mobs down then just wait patiently a few minutes and you will capture it. Make sure you have all damage shields/ procs off. Don't kick it either.
I finally got this guy yesterday after three fails. First time I went in fully buffed, had aggro on several other mobs since I swam past them and over the waterfall (he's in the water at the bottom of the falls on the only route from CS to WW) At any rate, I swapped in my net and beat him down... to death. Fail. Went and did other stuff for a couple hours.
Second try, I carefully killed my way over to the falls, swapped weapons before swimming over, engaged him, beat him down to 13%, then stopped attacking and stood there for about 15 minutes while he slowly healed to 30%, beat him back down to 15%, waited, beat him down to 9%, waited, then got out of the water, went and zoned out to WW.
Came back, now the fish was floating in midair along with several other mobs. I killed all the others, then beat down the fish, which took damage but never hit back once. Did the whole "wait for a while with attack off and mob under 20%" for a bit, then just killed the fish and went away for a few hours again.
Fourth try, I again killed everthing on the way in, then at the base of the waterfall shaft I stripped all buffs, got rid of merc, logged out and back in before swimming over the top. Engaged with the net, fought him the whole fight using no spells at all. He despawned and popped on my cursor when he got under 20%, no stop and wait necessary.
After unsuccessfully trying to capture this three times, and each of the other creatures once, I hit upon a new strategy. Once I beat the creature down to below 20% health with the net/lasso, I just quit attacking. It would take a few mintues, but eventually each one was captured with attack off.
Went with 75 druid and cleric, 71 randger and myself 72 ranger. Found him easily in the location..hit the fish with net first but when got down to 20 ..nothing kept going. Waited for respawn two more times. Second and third time I was the only one hitting and with just the net..nothing died each time..I know there is a 20% chance of not happening and knew no DS (had done chokidai and worked earlier). Thought this was weird so petitioned and waiting to hear. Any thoughts?
Hiya, I am having the same problem. Used the large butterfly net. Wound up killing it. Never despawned, never got my catch. Did not kick, use spells or DS. Whats up? Whats the spawn timer? Kindaaniel
Hi again, NM. Just got it. had fish below 20% then stopped attacking. after a few seconds, maybe 20-25. The fish despawned & I got my captured swordfish on my cursor. Try that Kindaaniel of Dark Armada on Bristlebane

OK so last night I finally got this capture done with my ranger. I had a level 21 druid guildie succor us to WW side of zone and jumped in with no DS on and started swinging my net. Druid was healing me along with the pots I had but I was not fairing well being level 62 with a 21 druid healer. Then A mage that was in zone has his pet attack it, guess he thought I was in trouble or something. Anyways his pet assists down to 30% and stops and I keep on hitting with the net. 25% it despawns and I have it. Not sure how this works since everything I read says not to have and damage dealt to mob but it worked and I am fine with it. Has anyone else seen this happen?
I've been looking for this guy for the past few days. I have my ranger camped at the WW side of SG and every time I log on him (several times a day) he's not up. Granted I wasn't on my ranger 24/7, but SG isn't a common enough zone for someone else to sneak in and kill him when I'm not signed on my ranger.
Is there any trick to getting him to spawn?
I haven't actually started my 1.5 yet (as my ranger is only lvl 58) but I'm trying to get as much of it done as I can ahead of time to make it easier when I do actually start the quest.

for the mobs to spawn you need to be at that point in your epic. went to SG hundreds of times passing through and it wasn't till the next time after i started that it pop when i zoned in. ( also can tell because these mobs spawn as a ranger at that point enters zone ie normal tracking)
Got my sample a few minutes ago. i read in a post somewhere that multiple rangers could do the capture steps at a time, so i went down with a 67 ranger. we both attacked with only our nets, i got the capture and he didn't... waiting for respawn *sigh*
got this today, hopped in the water from the WW side, and aggroed hi, 5 min later at 20% health, despawned, and appeared on my cursor. I went in with Conviction, KEI, and alacrity potions, and health potions, only used 2 health potions, no adds.
ok, went in there, invised from ww side, jumped in water with butterfly net equipped, no kick, no taunt used, just butterfly net, toggled target to myself for one heal during fight, tried this untill he was down to about 20% like 4 times, nada, so i jumped out, zoned to ww, and let him reset, blah blah, i go back in the 5th time. this time after reading all of the posts here, and figured i would let him get down to 1% and you know what happened?
nothing......he died, nothing on curser, nothing, he just died.
My wife's level 70 ranger (wearing a gear ranging from t2 PoP to Qvic Boots) with no buffs and a starting skill of 5 in 2hb soloed this, so it's not that hard. She left the water and the fish reset twice. She found a corner to back into and heal herself while fighting. She got the captured fish. So, if you have to jump out to not die, it's OK.
was a kind of easy fight, it was me (65 ranja) and a lvl 70 druid. Druid ported to CS, then into SG where he succored, and we re-invised. from succor, go staright, and follow path until you get into an openeing(you will see a brown building) and go right, follow the wall for like 5 seconds until you get to the right edge of the poll. I jumped in, (had butterfly net equipped, no DS, or procs, and no combat skills) and attacked, i ocasionally swam up for air, and once i got 2 adds, so druid succored, and we came back, fish was back at 100%, same thing, jumped in, but this time bout 50%, when druid healed, swordfish agroed him(he didnt attack back) and i finnaly got agro back, then at bout 30%, got add, so i kept fighting and useed potion, go swordfish in inventory, and druid succored again. Very easy if dont get adds, GL all ranjas
i got agro once i got close fist dmg was done by a ds fight went fast had a druid to heal , i nuked and meleeed didnt depop at 25% tho went to 1% and then went to cursor
killed him tonite, er captured anyho. had SK assist to 30% then i took over and captured at 25%. hit for 30-120 and went pretty fast. Fought in water and had cleric HoT 6-7 times.
This was my first mob of the captures. So far I've managed to get them all on the first attempt. I click off all damage shields. I remove all my hotkeys that invoke combat skills (like kick) and I'm glad for it. I found myself hitting that hotkey repeatedly during the fight out of habit. It was a long fight with the crappy dps afforded by the butterfly net (started the fight with 1hb=50, ended the fight with 1hb=62). I should have got a nice haste spell first.
The mob was easy to find and isolated. Had a wizard evac to WW side of zone. We invised up and took the Northwest corridor to where it opens up to the large pool at the top of the falls. The twitching swordfish was twitching all alone at the very Western edge of the pool. Several hundred smacks with the butterfly net later it stopped twitching and jumped on my cursor.
He spawns directly below the tube you come up from as you are swimming from the CS side to the WW side. No real problem with adds if you keep him in his little corner, but the others will assist if you get too close to them.
he went down pretty easy, as far as my gear its a combo of luclin, pop, god, ldon and bazaar stuff. you can use a ds, as long as you hit him with your net 1ST! soloable yes. if you are solo and want to use a ds i would suggest hitting him a few times then popping weapon shield then casting your ds's on yourself. if you are in bazaar gear, it shouldnt be a problem but always better safe than sorry so dont be afraid to bring a healer friend along.
if all is done correctly then he should despawn right at 25% and you get a captured sword fish on your mouse pointer. it looks like a crabshell or cockroach graphic (pohate) - also make sure the ONLY attacks on him other than a DS is your net, also its been mentioned to me that multiple rangers can get the item at the same time as long as they have their nets to attack with as well
as far as his dmg output, he hits about as fast as the other swordfish, and averaged around 50-60 on me, the hardest he hit me was 106
