He's a little south of Skyshrine ent, up on a mini-plateau against the wall.

And once again, Soe is too lazy to make new models or anything, so they used the Vulak'Aerr model for this guy... Exactly same story as in Kerafyrm & the boss in PoValor. =(

Lantaric'dar is located in wakening lands, near the enterance to Skyshrine, at 425, 3975. He looks like Rydda'dar, only blacker.
He is indiff to everyone, so don't stress on your CoV faction - I am max ally, and he is still indiff. The mercs in Dragon Necropolis are trackable from the enterance, and are dark blue to level 61. I have not attempted them yet.

This can not be allowed to happen. The holy resting place of my kin shall not be defiled! Journey to the necropolis and stop the mercenaries. Bring me anything you might find that would provide a clue as to what Tormax has planned.'
