Found the LOC listed on Main Gunthak page listed as -200, -670 - Middle of beach near the shore. I will verify tonight and edit my post again if need be.
More info, I know he is at least a turn in for a task, as I was looking for him to turn in 4 cave lotus petals to to complete a task.

He is a Task NPC, but he won't give me the details (I haven't spent any time trying dialogue yet). The title of the task is "Oh the Pain!"
Also used in Pray for Life.
If a druid tanks in a forest, and nobody is around to see it, is he uber?

He's dark blue to 65. He says something like, "I'm can't talk right now, I'm waiting for someone important to arrive." You also can't attack him.
welligorn is blue to lvl 54 i dont think his lvl 70 at all
