Found him today +3044, -1753
Found him SE of the tower in the middle of the oasis at the orc tents nearby. He roamed NW towards the tower and stopped him to do hand in once he was away from the tents.
FYI - for old schoolers - the walkthrough says the PoH instance is in the Oasis of Mar. Oasis is now just the north half of South Ro. So the hand in for the wayward kurekei is in the same zone as the instance at the top of the tower. Also, the invis ladder is inside of the tower facing east now, not on the outside facing south. You can look up and see a hole in the roof and the ladder leads up to that hole.
I recommend exploring the tower first to find the ladder before doing the hand in so you dont time out on the instance.

Just a side note. I was looking all over for this mob it does wander =p
Conned indifferent to my ranger, and I was unable to cast on or attack this mob. Considered handing in a globe of the fireflies, but it was daytime :)

tried globe of fear did not accept it . green to lvl 66 .

conned even to 40 Wiz in Morden Rasp server...
The elvel may be off here as this was dark blue to my 52 level bard.
