compared to the other three fableds in Unrest, he spawns less often. got him once within 5 hours (whereas fabled barkeep e.g. spawned 5 times ish within 5 hours). location is same as Reclusive Ghoul (enter building from patio on the left, straight, up the stair, first floor, first door on your right, up the ramp).
