If you kill them, they respawn immediately while Weapon Master is alive
If you kill the unmezzible one does he have a chance to respawn as the mezzible kind?

to answer your questions, yes, and yes.
The one apprentice that was unmezzable did the manadrain AOE, but may change, didn't pay attention the other times, just have someone split tank him in one of the corners, have the people medding, rezzed stand along the wall and you will not get hit by his manadrain aoe.

somebody mentioned that 3 of the 4 Apprentices are mezzable. can anyone confirm that?
