She seems to spawn on a set EQ time, though i don't know the exact time yet.
Highest hit i got was 3200 dmg. Tough one, quite overpowered mob for such an easy zone. Not funny when you're there to kill some just for the fun of it and then BAMM! you get hit a freight train. =/

Sees invis, hit for 2435, had some effect... "You are thrown back by the ferocity of the attack. You have taken 3000 points of damage". Also got message "dark strands of discord bind your legs".

I rounded a corner leaving zone and she was very near ZL, had almost no warning before she killed me in a few seconds.
