Was easily kiteable by a 65 bard once slowed. He summons but not too frequently. Ended fight at 35% hp, didn't use any potions.

This mob is level 51, not 55. I saw a max hit for 260. HP is pretty average.

I killed him 3 times while camping the restless.
1st kill he dropped the Mantle
2nd kill he dropped the broken claw
3rd kill he dropped the painted mask and a wiz spell Decession

I killed this last night and it dropped a high quality Hynid Hide, Woven Nihilite Mantle and a pally healing spell, (sorry, not online and cannot remember name other than Spell: Healing -------" that has 1 charge and uses 650 mana and heals entire group for 600+)

With the patch they did today, it's much easier to pull this mob and to kill him; I did it with my level 53 bard, and had no difficulty. Can't be charms, but all you have to do if pull him across water (lev advised) to the clear area by the wayfarer's camp, and twist four dots. Took me three or four spawns of killing to get him to spawn though, and he spawned in the same location that was mentioned earlier. Now I gotta go sell the mask, because I was impatient and bought one. 15k on Povar.

I kiiled it two times, it dropes the Claw and the Mantle, it also droped:

I camped this area not too long... see map below

I am a level 62 bard and most all of the hynids were light blue to me... the first time i was in the zone i ran around with lev and invis up and found the Swift Scavenger. He was below the platform in some hilly area. I pulled him with a chant, ran him over the water to the open area across from the wayfarers. Selos was up so and still, going up the hill, he did get me some. If i had had snare up it would've worked better. I kited like this and he spawned a few times then a non-named hynid spawned and I left.
I came back a few days later with my druid friend and this worked much better with the druid snaring and rooting and then both of us dotting. This time we killed all of the hynids in this small area and waited for the named to spawn. We got the named to spawn on the lower hill twice and then it spawned up higher and that one dropped the mask, while the lower one dropped the claw and the Mantle. I don't know if this will help anyone, but I did get my mask so i thought i'd try to help everyone!

If the mob is glowing , it means he will drop the mask, since the mask is a lightsource :)

This thing runs as fast if not faster then spirit of eagle, so if you get a resist on snare, you better be able to get the heck out of there.

to answer my own question, it looks like one of the hyiena type mobs and i guess the other hyiena type mobs are its PH

The lvl con of this beast is lower then 55. I am a lvl 55 bard and this guy is dark blue to me. The only mob that I saw around lvl 55 was a named ghost that was an even con at 54.
