I've got him to spawn 3 times now, and the key seems to be clearing his room twice. That's it. Pulling other mobs into his room doesn't speed up the process.

Tried this on Rizlona just now, clearing the room twice worked for me as well. Seems they made this quest a lot faster so people would actually kill this boss.

I cleared the room twice, got bored, left, read these posts, came back, he was up, and I got the map.

Whatever the kill count is, they don't have to die in the High Priest room. I was camping Krasnok's Private Reserve from the Drunken Buccaneer and pulling the entire zone to the buccaneer's room. During this, Navigator spawned in the High Priest room.
And the number is .....

ok folks let me set you straight;this is a 8 hour camp literally, no way around it. the magic number is 185..... 185 mobs have to die before he spawns. this only applies to mobs in the room so that is 15 and 1/2 rotation. u must clear the room 15 and 1/2 times. thats why you see below post stating he pop as they where clearing the room. at 30 min a repop that is 8 hours. if u leave the zone for sometime the counter does not reset u can keep killing where u left off.

for those of u who work for a living or actually sleep at night what u can do is get a merc, park yuorself in the middle of the right side of the room. and go do what u got to and let merc kill mobs over and over. they are 6 mobs that spawn there. and if u do the math correctly u can actually figure out when u got to come back to get your navigator. finally got my vader's bane today so now im sharing the "big secret" with all of u

This post has /really/ helped me.
And to add a /small/ extra part to it...

It appears it's not just those mobs killed in that room, it's any mob killed in that room. Drag the entire area below decks to that room, kill them. Wait for respawn. Drag them again and 2 mobs from clearing that entire pull, he pops.

So turn off DS's, aoe something debuffy for aggro (as a bard I just aoe slow). Drag them all, then aoe them to death. Do it twice, mob pops.

(yeah, I'm totally way over level for content and this isn't something done at the level the content is intended for, but I want that swarm pet proc after all these years! But might still be viable to set up in that room and pull TO it as much as possible to speed him up popping)

Id bet good money he is spawned like the Bucaneer based on how many mobs in that room have been killed. He definitely pops when you kill mobs in that room and dosent have a ph. Its definitely not 26 sadly.. seems to be a fair bit higher.

No idea if there's a certain number of mobs you need to kill in the room to spawn him or if it's just random. I cleared the room 6 times before he popped. He spawned while i was in the middle of my 6th clear.

Took me 2 whole days of trying different strategies to spawn this guy, quickest results came from.......Let the room respawn to full before clearing, took me 4 times of doing this, on 5th room respawn, I killed only 4 mobs in room and navigator spawned and attacked me, cant give general location of where he came from, but it worked....
Previous tries, I had killed as each mob respawned, did this a total of 12 times with no results, navigator could have spawned in result to my clearing the room so many times, and might be on a set trigger like drunkard, /shrug idk.

I had this guy spawn for me under unusual circumstances. I had killed a bunch of mobs in this room the night before. When I left the zone, it was then empty of players, and I went to bed. I got up and returned to killing. I emptied the room. When it repopped fully I came back, and cleared the four mobs on the south side of the room. After I looted the corpses I looked up, and there was 'the Broken Skull Navigator' at /loc 982, 1542, -582 which is a little south of where the High Priest Anaanci spawns. He wasn't there seconds before the pull. I killed him easily, and he had his map. Note that he spwaned in a spot where no other mobs spawn. Other than the Luggald wanderer in the hall, as far as I know nothing in here wanders. Maybe this guy is a timed spawn, or maybe I did something to trigger his spawn.

Spawning the Drunken Buccaneer has a trick to it: Apparently 26 mobs in his room need to die before he pops. Maybe the same type of thing applies to spawning the navigator. If a certain number of mobs from the navigator's room need to die before the navigator pops, then the number seems to be much higher than the number of deaths needed to spawn the drunk. Maybe a hundred or more need to die before the navigator pops. The number I chose is purely speculative, but it sure seems to be more than the number needed to spawn the drunk. Is it coincidental that the drunks room and the navigator's room both have 12 mobs in them?

If anyone has any ideas on how to spawn this guy I would be very grateful.

I've kept the room clear
I've cleared the room and let it repop
I've checked on server up (3 times)
I've waited....

I'm assuming he spawns on the left side of the platform, as the room is symmetrical, apart from one "missing" there.
