2 of them spawned for me ... not really harder than regulars, so i doubt they been 60

These mobs conned dark blue to 58. Doesn't summon. Didn't seem that much tougher than the nearby mobs.
Was clearing Taskmaster area and had 3 of these spawn at once with a zone-spam of "the barracks fill with laughter" or something like that.
