Does he summon / root / snare per chance?
No, he did none of those. Seemed to be a straight melee mob, I believe he dealt up to 280 or so per hit. We found him next to the clicky book as well, and dropped the Circlet for us. The room he is in is not very big, but I would expect that root/rot would allow some to be able to easily solo this mob. We killed it with a 63 war, 63 sham, 61 chanter and 65 wizard very easily.

When I found him, he spawned next to the book that takes you to the auditorium.
