I was able to solo this guy with my 63 Beastlord. I had also solo'd Captain Lang the next day. I barely survived each battle, and each of the Captains dropped NOTHING.
Real nice to have a named spawn that is dark blue to you, and almost kills you, to drop nothing. There should be some kind of reward for killing him. Yet I guess Verant/Sony thinks otherwise.

These captains are spawned by Overseer Wrank if you turn in a certain amount of keys into the Resistance Miners. I've seen them drop 2 things. A Compound Driftwood Bow...30/37 with some stats..not bad. And some kind of quest piece, can't remember stats offhand. Once you kill the captains, it makes Wrank targettable, and you can proceed to toast him =D
