THis NPC gives out LoY quests so you won't see him until LoY unlocks on Agnarr since Agnarr will unlock all the way up to LDoN.

hes not there on sleeper for some reason...
He does NOT follow Shamen of War. He's on Oggok Residents, as are all of the newbie armor quest NPCs. If you kill the ogres outside oggok (lowbie merchants, or 2 non-quest NPCs) you can lower the faction fast. I did this at like lvl 10 just for fun, and now all guilds are non-welcome for me thanks to these guys.
Tried to kill him, but he's got samelike mass of hp as Exterminator, in other words after 3 rounds of dots he was still 99%.. Also he's shammy, so you'll be taking Bane of Nife and Pox of Bertoxxulous, which hurts, alot. Didnt hit too hard, about high 200s max. Slowable, and doesnt resist a thing. Didnt get adds as I pulled him to the cave section away from rest of shaman GMs.
Just so you know; dont kill the lowbie ogres. You'll be sorry. Also the newbie armor containers are awesome cheap bags, as they weight 1.0, have 8 slots that take even giant items.
Edit: Confronted him today. My valiant efforts proved useless, but I got him to 97% after getting myself oom... ><
