He is just inside a building down by the water on the left as you enter.

Whilst waiting for our teams BARD quest NPC to re-pop, we decided to pick off a few mobs to keep us on our toes.
I pulled this fella his HP was through the roof and as he started to walk we got the final hits it in. He died and instantly disappear (no sparkly gold either). We got faction, but no XP or the chance to loot the corpse.
Is this common with the fella?

Anyone have any idea how to get this guy to sell to you ? Or is he on faction of the guys in the zone that I been hunting ? Would be really great if could sell in the zone and not have to leave to do it . 
If you have sneak you can buy/sell from behind them.
