I Have Been On The Bristlebane Server Looking For Him To Turn In The Items, But I Can Find Him... Is He Just Not On The Server? Or Not Always There? I Used Track Too, But No Luck

Actually you have to have 3 enchanted bars of gold and the plans for the sword.

Bilrio is a Weapons Merchant in Kelethin.
He is also the NPC that does the Brazen Brass Kilij Quest, a one hand slasher 10/35 useable by bards rouges and warriors. When looking for him: his hut stands next to the druid guild hall, Blirios Blades i think. You will not find him if you look inside, he stands on the edge of his platform hidden from view.
To get the kilij you must travel to South ro and kill the named sand Giant Sargeant Hassam, Low twenties. He drops the plans to kilij which you may return to Bilrio for the sword
