Again just to be clear this mob does NOT drop the ribbon of empathy summon pet belt - that is the other warlord who spawns on the stage in the huge room across from the shops (near to this mob but this mob will only drop the loots listed above and you can see when he has the crap staff)

Oh man I want that belt, I don't think I could take the camp in Cazic for the summon companion belt there. With my current team (49 necro friend, 56 cleric bot, 61 mage) maybe we could handle this....

this mob spawns in the north western most room in the zone, middle door on the left, PH is diviner
I can confirm the location and spawn.

I would imagine that with an effect like that, there would be unlimited charges. But thats just a guess.

This ribbon actually drops of "Warlock Gurag," a mob that spawns in a room nearby.
Guarg spawns in the building across from the shop in the golem area (the one with Hierophant Vradik), he also droped a bow (nothing great), but I don't remember the stats
