I had looted "A bundle of mail" while in Nadox and discovered this quest: https://everquest.allakhazam.com/db/quest.html?quest=2460
I hailed Jasmine and got the letter to give to the guard, but since I am very KoS to FP militia I decided to see if she would just accept the bag. I gave her the bundle of mail and she gave me the necklace. No faction hits/increases, no experience increases (stated or observed at level 63).

So glad I found a new farm spot. I just killed this 'bard' and looted a seawind necklace on the first try(im goin for more). I am a lvl 44 druid and simply cast root, and 3 dots( although I think 1 will do). I calculated the damage I did to her:
Enveloping Roots, Drifting Death, Stinging Swarm, Immolate: 949 damage.
She is easy

How much of a faction hit would she give if someone killed her once? Would it be enough to make an indifferent char KOS? I want to get the necklace, but don't want to trash faction in the process. :) And will she always drop the necklace, or will it take several tries to get it?

I know that in my experience she has dropped the necklace every time, not sure of the faction hits tho, I've killed her maybe 10 times and am not KOS in qeynos.
I have a 43 Rogue and have had this item for quite some time now. My necromancer friend had brought me to this NPC in order to get it for me when I was still fairly low level (20ish). He summoned his skellie, told it to guard right by the NPC and he walked out of the building and stood on the opposite side of the wall. He then fiegned death and told it to attack. The NPC fell quite easially and I believe he said that he didn't recieve any faction hits. I may be incorrect however, as I have a bad memory and this was a while ago. Hope this helps ^^
ive been killing her at lvl 23(twinked) good xp and the seawind necklace can sell in the bazaar for 200 to 500 plat. only problem is. do not let her leave the port authority building. she has faction with "a grubby rouge" who is just outside and will kill you quick (backstab for 328 and back to bind spot. ouch). plus on a minor point, kill her enough and you will probally want to work on fixing the antonician bards faction. seem to a few of them just about everywhere.

I just killed Jasmine for the second time tonight, and she was actually at the zone line to West Freeport closest to the dock area. I don't know if this means she's spawning there or if someone had tried to kill her and ran her to the zone line, but you'll want to check around for her in case something like this happened. The faction hits aren't too rough, by the way, after killing her twice I'm still amiable to the bards.

I have gotten this necklace about 4 times now and she has always been just standing there in the tavern. For the last 4 days she has not been there. HAs she been moved or have a relong respawn time?

She near the dock, inside the taven where you get on the boat.
She hits for up to 52 and has roughly 800 hitpoints (one 528 nuke took her to 33%)
Faction hits:
League of Antonican Bards got worse.
Knights of Truth got worse.
