Killed him last night - he was exactly level 53 (yellow to 52, blue to 54). He dropped the bracer.
There are four spawns in his room. If you are looking into the room from the door, there is one on each side, one in the middle at the back, and one on the right towards the back. He spawned in that last spot.
Was expecting him to enrage at low health, but he didn't. Similar to a bloodguard with more hit points.

Got him again - he spawned in the same spot, so I guess he only spawns in one place like the other rares.

Hooray for me, I just got my Bracer and killed this NPC today after 4.5 hours of chain pulling with between 8-10 people total between levels 47-64. Thanks to DunTyr, Everwalkers and Innoruuk's Dark Maidens of 'The Tribunal' server for helping. The mob did spawn in the 2nd room after zone in from Nadox, just be prepared for a long wait. Having an Enchanter/Shaman for slows is extremely helpful and makes it very doable for as little as one 50's group, maybe not even a full group.

We were not in search of this item, but have just been camping the spot for XP for the last few nights. This guy popped, and we took him out easily. He dropped the bracer which was fantastic for my Cleric friend. Riktor is right, a 50s group can easily take this guy out. We were a 54 Wizard, 53 BL, 51 Cleric, 51 Enchanter, 51 Rogue, and 51 Wizard. I would not say that this guy was easy, but we were never in any danger whatsoever.
