Spawns following the death of Coirnav the Avatar of Water. Hailing it will result in a Sphere of Coalesced Water, a Plane of Time access quest piece.

He spawns when Coirnav dies and stays up for 15 minutes. Kind of high in the water over Coirnav's corpse.
