The guy that drops the Band of Fortitude is one of five that spawn around a pool of water during the Avatar of Wind event, first four just poof on killing, no XP or anything, the last one is a much harder version, with a lot more HP and procs a Elnerick's Electrical Rendering for 1890DD.

If you kill the hard version before the others, the rest despawn.
