Just fyi, he was not upstairs when I did the quest he was in the basement. Maybe he moves around but when I found him downstairs he did give me the chest item for the token.

Our quest write up for "Reserve Militia" has basement as his location as well... but if there is somewhere on this site pointing people upstairs please link it to let us know so we can fix it.
Also, we need the faction hits for this quest.
