i see location was updated, but she's in EAST Freeport (near the arena)
I wonder if you need high Steel Warriors faction for this to work. I spent many days killing Frostbite in WK to try to recover the Koalindl fish for the Temple of Life in Qeynos and knocked my Steel Warriors faction down to dubious. Using sneak, I can get it back up to indifferent, but she still tells me that she has no use for this item when I try to hand in the note.
If you were me and I were you, would we still be friends?

I'm a cleric in good faction that cond indifferent, and she wouldn't give the quest to me. Not sure what she requires.

Is the box she gives for the heads a NO DROP?
She won't give me the quest(faction, I'm assuming)

She gives a quest to warriors (others too perhaps?). Toala is standing up in the spectator house presiding over the Arena.
