What is his spawn location?
He spawns amongst the tables in the back of the second castle. Just before you get to the windy bridge. Will update with exact loc once i get him to pop for me.
EDIT: spawn loc is about 1-167.59, -338.87, -195.62
Was SOS right under him so i may be off by a few inches but that will lead you to him. In the arch in the 'tables' area of the second castle, just before you get on the bridge.

Correction to typo in this post and at the top of the page. Loc is -1167, -338, -195
Friend qwas farming this and tells me that once you kill the trigger you have 4 hours only to kill fennin ro of he poofs. then you have to wait the full respawn to get it again. as far as respawn timer he still doesnt know since he missed a few. i have heard 3 - 5 days. sorry no better info on that

Is this guy a timed spawn or is it somehow triggered
the trigger for the Fennin Ro script.
Pretty easy fight for a 76 BL (1023 AA's) with a merc.
Honestly, I didn't even cast anything but Slow on him and the rest of the fight was melee for the most part (with the exception of Bite of the Asp)
