As of Jan 3, 2011 his 2gp still yields the same rewards:
Your Faction standing with League of Antonican Bards got better.
Your Faction standing with Knights of Truth got better.
Your Faction standing with Guards of Qeynos got better.

As of 12-04-2007 this quest still works.. Hand him 2gp and faction goes up.. Now that I know this I should've capped my freeport militia faction before knights of truth as this quest does not effect freeport militia..

OH.. BTW.. As i am one of dispiseing /loc to find something; this npc is located out by the boat docks in east freeport.. Why people dont give you the actual loc or where to look is beyond me.. I ran my 66 Ranger in to track to make it 100% easier..

Ok first the faction quest works great, simply give Fabian 2gp and he will say:
Rat spittle! Busted another string! You seem like a good music loving citizen, could you please run to the Wind Spirit's Song and grab me a fresh set of lute strings?
Then you get your faction:
Your Faction standing with League of Antonican Bards got better.
Your Faction standing with Knights of Truth got better.
Your Faction standing with Guards of Qeynos got better.
Your Faction standing with Ring of Scale got worse.
Your Faction standing with Mayong Mistmoore got worse.
Fabian's loc is (next to) 132.27, -797.48, 6.87
So thats
+ League of Antonican Bards
+ Knights of Truth
+ Guards of Qeynos
- Ring of Scale
- Mayong Mistmore
Once you max your Knights of Truth faction goto Erling Elsai in West Freeport to get the suffix "of the Truthbringer"
Oh and the loc is up-to-date with the PoR expansion

tried it the other day doesnt do it any more. Guess a patch fixed that eh?

Did it a few days ago and checked it again today. This dude is in the Militia bar near the Ro Gate in EFP.
