Guard Alaye is in East Freeport now in the Militia house down the stairs to the basement in the far west room sitting on a bench. I just did my turn in with no problems.

any one know this guard alayle spawn rate.
You are searching for Guard Alayle in the enclosed area when you go through the Militia House. He will be under the 'decking'. Say "Truth is good."
Guard Alayle says 'Greetings, citizen! You shuld not be in the Militia House. These are restricted grounds. Please leave at once unless you have business here.'
At this time, hand him the note from Kalatrina Plossen.
Guard Alayle says 'This is not good news. I must leave immediately. Here. Take this to Kala.. I mean my father. I found it on the floor of Sir Lucan D'Lere's quarters. Thanks again, messenger. I got this just in time.'
Usually faction hits.
If he was attacked as others say, I do not know, I didn't stick around.

Kalatrina gives a quest in which a new paladin is supposed to deliver a message to a Paladin infiltrator with the militia. In order to identify the infiltrator, you have to hail them and say "Truth is Good." I have spoken to EVERY militaman in Freeport--at least above ground--with no luck. ANy suggestions?

She's incorrectly classified.
She's a quest NPC, and will give you a quest to deliver a warning to a militia infiltrator.
