This mob does not have a name displayed over its head in the game. The screenshot provided is blurry, but shows a target window with the mob name as tronendi, not troendi.
They glower dubiously at everyone from the start. They will sometimes agro and sometimes leave you alone, unless you get your faction lowered to KOS.
