This wraith of retribution is found in the basement of the Plane of Justice. My 52 druid conned it and it was dark blue. Hit for 100-200 dmg avg.

dire charm is limited to level 46 mobs and below

I say this is Undead and not a monster. My friend is a necro and he charmed it. He tried to Dire Charm it but got a message saying it was too high of a lvl. I thought DC was for lvl 54 and below?? ist the lvl wrong on this mob as well? Any info would be greatly appreciated.

is undead. was able to cast undead dot with cleric on this thing
