This item is not fake, this sceptre is used for the shadowbound gloves quest. You pick the item up at the top of the water falls of Lower Guk. It spawns on the ground, underneath a chair. Some people call it "the sceptre room" When you pick it up, it just says "a sceptre" When you use a wizard "identify" spell, you find out it is the "sceptre of tears" which is what the lady in the temple of solesek ro, asks for when you hail her for the shadowbound gloves quest. The effect can't be used,not even in your inventory slow, and this is why. You do not get the information about the items actual name or effect until you use a wizard identify spell on it. Well, the item is necro only. And it is NO DROP. So the only person that can 'release' or 'identify' its magical powers(effect) is a wizard who doesn't have the ability to use it, since it is necro only. And he can't identify items for other people. If necros ever get the "identify" spell, then they will get to use this. But until then, it's effect will remain useless. Oh, btw, you don't have to identify the sceptre in order to turn it in for the quest. You can just give "the sceptre" to the quest lady. Or you can give her "the sceptre of tears" does not matter. Works either way. The gloves are some pretty spiffy necro gloves. Pretty easy quest to do too, if you can solo shadowmen.

JUst a couple of minor corrections:

1) Wizards aren't the only ones with the spell: Identify. Enchanters have it as well (possibly other classes also) and it is found on several items.

2) you can indeed identify items for other people. The other person merely has to put the item in question on their cursor and have the wizard (enchanter, whoever) target them and cast the identify spell. I've done it many times.

Wizards, Magicians and Enchanters get identify at 16. Necromancers get identify at 20.

One additional item.....Bards get Identify song at 14.
