Granted for victory in a Guide Event challenge involving jumping off the roof of a building in Rivervale and landing closest to the guide by the waterfall. Was supposed to die but didn't and swam right up to the guides feet ;) Victory is mine!

BTW the item itself is a guide or gm only item when they use it on a target it grants them a quest reward called guide event and the reward is the title "the high diver"
