It doesn't say (of course) and I don't know, but, judging merely from the item's descripition, it appears to be a newbie quest much like everquest.allakhazam.com/db/quest.html?quest=1252.---The Tunare Initate line of quests for Clerics and Druids.

Necro only, so maybe a newbie quest offered in Neriak or Paineel.

If you're just looking for Affliction Efficiency I, there are plenty of items out there available and easily attainable. I wouldn't worry about this item.
