FYI Anger does not stack, so anger 3 aug'ing would be a waste, anger will say "the spell did not take hold" , only good thing would be anger 3 proc'n 1st to get agro quicker.

Anger procs are not DoTs. What you are saying is will a "Permafrost" DD stack with a "Ice Bolt" DD, the question is meaningless.
You can have two procs on a single weapon. They will never both proc on the same swing. They will behave independently of one another.
With regard to procs, extensive log parsing experiments have demonstrated that procs happen at an average rate of 2 per minute primary, and .8 per minute secondary.
305 Dex has only minor improvement over 100 Dex.
All things that proc, do so at the same frequency as all other things that proc.
There is now an AA that will improve proc rate, but anything you think improves your proc rate now is simply a statistical fluke or wishful thinking.

If you are talking about Anger 3 in relation to both Enraging Blow or GBoS stun/DD proc then you are wrong. None of these 3 last any longer than 'instant' duration and their effect is done once it hits the mob..there is no need for them to 'stack'. The only way they would interfere with each oither would be if one of them was fixed on the mob like a DoT...but that's not the case.
Anger 3 will proc in addition to BoC and GBoS regular proc's. This combination of weapons can dish out an amazing amount of aggro for the character using them. I would recommend augmenting them both with Anger 3.
