This Ring nor any other Item with this effect can alter the Cast time of an Item. I may be Wrong, but that is my understanding.

Actually the item can effect the cast time and duration of a clicky, but you have to have the spell scribed in your book. This is very rare, so you seldom see it happen.
i dunno. my coldain prayer shawl extends the duration of my clicky buff on my planestrider's hauberk (warder's protection).

He said spell -cast time- (Time it takes to cast a spell), not spell -duration- (how long it lasts). Two very different focus effects. =)
