The heck it should!
If it didn't have Int on it, I might agree with you, but there are a LOT more good items that a Bard can get instead of these. If the item could also be used by Bards, I'd probably let one roll on it if it dropped during a raid I was leading, but NO WAY I'd award one outright to a Bard over an Int caster.

Because we all know pure casters can't use any of these stats, right?
