Most people would use the loyalish shield in the back slot (not too many 50ac 75hp cloaks out there), so you still need a secondary shield. Yes you could use the loyalist shield in your secondary slot... but why? For the most part shield stats >>>>> similarly priced/ease of attainability cloak stats. So LSoH + shield = better total stats than LSoH + cloak. That being said I don't know alot about shields obtainable at this level (this one could very well suck), but you should look at the loyalist shield as a back-slot item, not a secondary item, because I'm fairly sure that is where 99.9% of them are equiped.
