Most epic guilds DON'T roll on items like this. They have a lootmaster or point system. You obivously haven't been on raids to 5th tier or done gods on any frequent occasion. Rolling is an entirely unfair and unsatisfying way of deciding loot. If you don't believe me then ask FOH or AL or FU...

in my opinion giving this to a ranger would be like giving an item with vengence or a primal hammer to a druid. I can use a primal hammer U think I would ever see one?

At the level needed to obtain this weapon, most people are in guild with DKP system, therefore items are bid on, not given away. Ranger friend of mine outbid me on this.

lots of druids in my guild have primal/ancient prismatic hammers ;)

Druids have some usefull dots, they seem to think so at least. So if there weren't any necros along I could almost see a druid getting away with this if they had a lot of raid points on whatever system they use.

Several classes have useful dots, necros, shamans, and druids have very damaging ones too.
Two interesting things about the druid line of "swarm" dots, is that besides all stacking with each other and with the same ones cast by another druid, they are surprisingly difficult for a mob to resist.
I have had them land without fail on mobs way red to a L 62 that were resisting most other spells, including magic resist ones (the swarm line checks against magic resist).
This can make a druid`s dots more important than one might think at first and Burning Affliction items a very reasonable thing to award to druids.

Perhaps, but druids also have good nukes they they will use, and are also healers. The main damage output for any necro is unarguably dots. Shamans are usually using a fair part of their mana for slow and tash and the occasional heal. Necros also have dots that are damn near impossible to resist, and are more likely to use them more than druids, having no good heals and much better mana regen. Anyone who spends dkp on this should win it, but in my humble opinion, necros would get the most use out of the effect.
