I have been looking at some of the luclin weapons with godly dmg/dly and armor/sheilds with godly ac being put on priest/caster items and even haste on them hehe (not flaming or complaining i think its great and will be fun for priests/casters) hehe maybe Vi wants you weaklings to actually pitch in for a change = ) (joking)

hehe, it is kinda funny, but someone once told me that haste effects the refresh of your spells, has anyone ever heard anything like that?

It's true. Cast time / Refresh time / etc. on spells is hastened (albeit very VERY slightly) by Haste effects on items. Haste has nowhere NEAR as viewable a difference on cast time as it does on weapon delays. It's one reason why caster items with Haste effects have such great Haste percentages -- not to make tanks cry and complain, but to create enough of a difference to become effective.
