Interesting item for those who don't have bows, although with the Rogue throwing bug now removed (the one where they got Critial type damage from every throw landed), i'm guessing it will see a bit less use. From the screenshot, and depending on what those factiosn ARE, the shear faction bonus may be enough to get people to do this quest...
