Besides the nimbus effect, this item also adds disease damage to caster's spells. The spell stats say 40%. I'm not sure if that's modified by level or some such. Not too shabby, if you ask me. Now if only I knew how to get it. ;-)
I just discovered this with the new function in Legends of Norrath which lets you look at cards which you don't own. This card is 11EQP5. The P indicates that it is a promo of some kind. I'm not sure when they give these out. The first three promo cards for the Dragonbrood - The Anarachs set (which this is from) are rewarded for completing scenarios. Presumably, promo cards 5-9 (I don't know what happened to #4) are for some special event, winning a tournament, going to SOE Live, or some such. I suppose we could ask Amio. :-)
