as long as your not super KOS to him you should be able to get enough faction with your faction song to be able to trade with him.
I'm just guessing, might need an instrument with +percentage to get it.
I'm just guessing on this, and it depends on how good your faction has to be for him to talk to you. But in theory this should work :)
