The next step is to combine your Unexpanded Pack with a "Solution" to make the final useable bag. The combine is trivial 15 so it's no-risk. Use the Inverse Arcane solution and spend 105pp. Or use the Abu-Kar's Arcane Solution which costs 2625pp, a difference of 2520pp.
Both bags have 16 slots.
The difference is one bag weigh 25.5 lbs and provides NO weight reduction. The other one weighs 0.1 lbs (like a feather---even monks would like!) and provides 100% Weight Reduction.
Basically, the Heavy Tailored Legendary Pack is good for use in the bank.
If you wanna be able to carry the bag around, go with the pricier Tailored Legendary Pack.
Once at level 100, a skilled tailor can make the 18-slot bags that require Befouled components, with the same final decision.

I bought both books and scribed them (Guide to Transcendent bags and 'Extradimensional Luggage: A Guide' ). I tried combine in experiment, with a mesg - "This seems correct but something is wrong. Perhaps you need to know something more in order to combine this"
I noticed I have only 1 recipe in the list for a heavy bag. I then went to gain tailoring skill (now 54), and still just 1 in list. Bought both books again and scribed them, still only 1 recipe shows. Tried combine and still same mesg - "This seems correct but something is wrong. Perhaps you need to know something more in order to combine this"
and I made this combine on my other character just minutes before to test it. (though he is a 300 skill tailoring with many books bought)
It looks like this combine wont work with newly made characters, as they seem to be missing something that is gotten over time as a character gains skill.

You need to buy Garik's Secrets of Bag Expansion from Garik in Sunrise Hills, the player housing area. Then scribe it to get the recipes and able to make the bag.
