Found on Scribe Glurg along with many other level 9 shaman spells. Glurg can be found in Gukta (Grobb).

I found this spell on Starn Bearjumper at the Shaman Temple in Everforst Peaks, loc 2880, -3433. He also sells many poison based spells.

Since no one is posting complete information yet:
All disease spells can be purchased in Shar Vahl from Dar Khura Ahmih his loc is -214 -354 and that is upstairs in the alchemy shop (stairs are to the left of the entrance).
Cost for Tainted Breath is 7p 5g 1s (for Ogre Shaman)

This spell is sold by an NPC upstairs in the Alchemy shop next to the Brewer's shop in Shar Vahl. These buildings are near the South Bridge.
The NPC's name is Spiritist something or other.
