Well, five years later it still does not have a use, apparently, but Ringo drops it. Vendor will give me 1g5s4c with low CHA (55).
What is the point in submitting this type of item without a usage?
At this time, it is not listed as a quest item...is it just vendor fodder?

Well, that way, when/if someone does find a use for it, maybe like the scarab legs used in the newby dwarf armor quest, they have someplace to post what they found. After all, Luclin is still pretty new, and I'm sure there are a LOT of unfound/unfinished quests. So, when some npc asks for one of these, and the person who found the quest comes here to see what it is, they can find out it's dropped in paludal caverns, go get one, and then tell us what the quest reward is.
