Were I to change my froglok - whose only choice of deity is Mith Marr - to a gnome, would I be randomly assigned my deity?

In the popup window that comes up when using the scroll you pick a different race and deity.

what id like to know is if i take my barbarian warrior and change him to a woodelf warrior will his stats be lower then that to the barbarian?

Yes, the stats will change. (No wood elves with barbarian strength.)
The values will be assigned as they are by default when creating a new character. For a warrior that would be 25 points into stamina.

If you rolled your barbarian warrior and changed the default 25 stamina to something else (like 25 dexterity), your wood elf will not have those 25 dexterity. (S)he will get +25 stamina instead as per default.

What I want to know is that when you change races, does it wipe out the history of every quest/task you have ever done?? or just cancel the ones you are currently in?? For instance, would I have to re-do all of my void progression? Cuz that would suck big time.

No, you only lose what you are currently working. All previous achievements are kept.
You cannot be a gnome ranger or any other race/class combo that is not currently offered. An iksar Shaman can go cat...but not drakkin.
Yes, any innate skill (tinker for gnomes) is gone.
You do not lose trade skill achievements either (other than innate). If you were GM tailor as a halfling, you are a GM tailor as a dwarf.

Say one becomes a race like a gnome, and stays a ranger, would he loose the ability to use the t5, etc. armors?

got a couple questions: first off, can you become a race that your class can't play? for instance a necro High elf, etc. Second question: this is probably a no brainer, but I'll ask it anyways. Will you lose your racial innates? say if your a gnome...you'd probably lose the ability to tinker, upon changing race.

if you are a gnome and you change your race, you will no longer be able to tinker. I did this with a gnome toon to see what would happen.
