It's a pretty major bug with the Zek server. Items that were supposed to only be purchasable with McKenzie's brews were buyable with PvP points because of a coding error. The merchant was permakilled on Zek by a GM in short order, but a bunch of people had already bought a ton of gear. Currently a lot of people on Zek are refusing to do much of anything because they expect major rollbacks.
Anyway, short answer is, it's only supposed to be from McKenzie's Special Brews.
