What is the lowest level that this spell can be cast on? Thanks
so with my monks 30 30 weapon http://everquest.allakhazam.com/db/item.html?item=22694, this plus a 45% haste item would make this a 30 6.something weapon? does bard haste stack on top of this as well?

no that isnt quite right. the bard haste wont stack and your haste total can never go higher than 100% so with your haste item and chanter haste your haste will be 100% i dont really feel like doing the math lol but i think it would halve the delay on your weapon.

Actually the haste cap is 85%. At higher levels bards get songs that will exceed this cap rusulting in a max of 110% I believe.
Then that would make the cap actually 110%. The point of a "cap" is to limit it, and if 110% is the highest haste can be, that's the cap, not 85%.

Whats this drop off of in Ssra? I'm sure it no longer drops in Fungus, if it ever did.
