Stale Larkspur
Maybe just luck but I found a lot of those while farming hobgoblin meat for baking in PoN caves. They dropped from hobgoblins, mephits and bats.
Are these things not just a random chance drop off of mobs of a certain level? One dropped from Bubonian War Rat in Crypt of Decay which isn't listed. I have had other items such as this drop off of unlisted mobs in different zones. Would really be helpful to get an answer on that so people don't waste time kill only specific mobs.

It looks like it's random chance off level 60 mobs globally in any zone with level 60 mobs.

was in undershore off the Shillskin / Malgrin mobs well to the north of the bank area. I did get a couple from bubonians in crypt of decay. those were the two areas I did.

With advanced looting and level 105, its far faster and more convenient to pull 40 - 50 mobs , ae them down and click loot all. I will try to get specific mob names.
Edit: Checked logs. In the past two months I have looted 8 stale Larkspurs that I have definite looting info on.
