Since you don't really have control over the light sources of everyone around you on a raid, the stats on this may as well be random. And it would be stupid to remove a good item that's also a light source just for a minor improvement to this. The only good thing about this really is that it has a slot 8 augment spot.

On Phinny with 2.0 equipped at midnight I get 25AC, 289hme, 21resists, 1Hstr, 2Hdex, 16ATK, 1hp/mpregen, which is 84% power on magelo.
Aside from peaking in power at midnight, I think light sources are additive against its stats. I replaced another piece of gear that was a weak light source (Loop of the Lizard Slayer, Flameless Lantern according to zam) and it went from 83-84%. I also think that your proximity to other light sources from other players (and potentially ambient sources?) may also affect it, as I'm never able to get it to 84% on raids. Even weirder, I once got it to 90% with 2.0 equipped (27AC 310hme) after zoning in to Dragon Necropolis at midnight. With 2.0 equipped the heroic stats never go above 1Hstr and 2Hdex.
So I think the "This fetish becomes stronger as your situation becomes darker" may include
-time of day
-worn light sources, additive
-proximity to other light sources
-indoor/outdoor zones

aye, saw one on a guy just now, he said, not only fewer light sources but nighttime is strongest as well, reaches max at midnight
