This can be bought in Skyshrine from Guardian Treklov. He is near the secret dropdown to the drake with two named golems.

He also sells Wakening Lands Portal and a bunch of other Wizard spells.

I also want to take this opportunity to say how unfair it is that Druids cannot wear the beautiful metal armor. I know that we are mainly casters, but when we group with others, we need protection too!
