It looks like they just sortof throw these effects out there at random, and I think these types of quests are just so high levels can have a way to make some extra cash in the downtime. Could you honestly see a level 40-45 questing for this? You'll probably have better at level 10...but for a lowbie, trying to buy his way to greatness, this could be a cheap find in the bazaar to get started with, so everyone is happy. I personally think the quests are OK in that respect, I did them and sold a set, made a little money, no complaints. Wearing it tho? Yeah, that'll be the day.
Like most of the twilight armor, this is essentially worthless by the time you can complete the quest. At lvl 45 you could solo all of Runnyeye and come up with at least 1 Black Alloy Medallion with +5 INT, if not have saved up for a piece of jewerly which gives +7 STR +7 INT(or plus 8 depending). I have yet to complete any of these quests and it looks like I need not bother with this one. Only thing Im interested in seeing is the boots and the legs, maybe the arms. I am certain the robe will not be good enough for a level 45. (shaking head) +2hp +5 Mana +1 Sv Poison.......Why?
