Im almost positive this item, or a very nice handwrap similar to this dropped off one of the regualar Centi's at zone entrance. I was there when it dropped, im certain it was off a centi mob and was at entrance, but may have been a diff type of handwrap. Anyway, it was when luclin first came out, so may have been nerfed since, or may be very rare drop like rbg /shrug
